Under EU/UK law, a 'free from [substance]' cosmetic claim about a substance already banned for all EU cosmetics would appear to fall under the rule barring claims that dress up mere legal compliance as a special product benefit.
Weak evidence.
Caveats
This is our own reading of the regulation's general Criterion 1(3) applied to 'free from' wording, not a quotation naming that claim type, and no enforcement decision confirming this application was found.
