The European Commission's 2018 endocrine disruptor framework names fetal development and puberty as the exposure periods of greatest concern, stating that exposure during these windows may cause permanent effects and raise disease susceptibility later in life.

Caveats
This restates the 2012 UNEP/WHO consensus report rather than presenting new data of its own; the underlying 'no safe threshold'/non-monotonic dose-response evidence behind that consensus is itself disputed by a later industry-funded critique (see the WHO/UNEP 2012 source page).
